Out of Country License: Individuals who hold an out-of-Country license are required to successfully complete a vision screening, knowledge test, driving skills test, and an MVA approved three-hour alcohol and drug education program in order to convert their license to a Maryland license. If the out-of-country license is not in English, it must be accompanied by an International License, or a translation into English by an MVA approved translator.
General Overview: Unfortunately, drug and alcohol use is more rampant among drivers than you may realize. Even though drivers may know it is illegal to drive under the influence, too many people assume the chances of getting caught are low. Taking a drug and alcohol education course addresses the facts behind driving under the influence. Maryland has stringent laws and does not tolerate this irresponsible behavior.
